The 2023 Central Rural Work Conference was held in late December in Beijing. The meeting thoroughly analyzed the current situation and tasks facing China’s work related to agriculture, rural areas, and rural residents (the ‘three rurals’), and laid out key priorities for agricultural and rural development in 2024 and beyond. It emphasized building China into a strong agricultural nation and identified comprehensive rural revitalization as the overarching strategy for advancing ‘three rurals’ work in the new era. The conference stressed the need to firmly safeguard two critical bottom lines: ensuring national food security and preventing large-scale poverty relapse. It called for prioritizing agricultural and rural development, strengthening dual drivers of technological innovation and institutional reform, enhancing comprehensive grain production capacity, promoting high-quality rural industries, improving rural infrastructure and public services, upgrading living environments, and ensuring sustained income growth for farmers. Additionally, the meeting outlined clear requirements on deepening rural land system reforms, refining agricultural support and protection mechanisms, and strengthening grassroots Party organizations—providing robust support for comprehensively advancing rural revitalization and accelerating agricultural and rural modernization.
