越南高铁项目黄了问题出在哪

Vietnam’s high-speed rail project has been repeatedly shelved over the years, primarily due to issues related to funding, political consensus, and disagreements over technical standards. In 2010, Vietnam’s National Assembly rejected an ambitious north-south high-speed rail plan costing approximately $56 billion, citing excessive expenses and fiscal unsustainability. Although discussions have resumed multiple times since then, no agreement has been reached. Disputes persist within the government over whether to adopt Japan’s Shinkansen, France’s TGV, or Chinese high-speed rail technology. There is also ongoing public debate about whether Vietnam should prioritize a high-speed rail system or first improve its existing conventional railways and road networks. While countries like Japan and South Korea have expressed interest in collaboration, the project remains stuck in the planning phase due to unresolved issues such as undefined technical standards, land acquisition challenges, and complex environmental assessments. In short, the failure to launch Vietnam’s high-speed rail is not due to a single factor, but rather a combination of financial constraints, technological indecision, policy coordination gaps, and insufficient societal consensus.

越南高铁项目多年来屡次搁浅,核心问题主要集中在资金、政治共识与技术路线分歧上。最初在2010年,越南国会否决了一项耗资约560亿美元的南北高铁计划,理由是成本过高、国家财政难以承受。此后虽多次重启讨论,但始终未能达成一致。一方面,政府内部对采用日本新干线、法国TGV还是中国高铁技术存在争议;另一方面,高昂的建设成本(预估超过670亿美元)与融资渠道不明,使项目缺乏可行性。此外,越南国内对于是否应优先发展高铁还是改善现有铁路和公路系统也存在广泛争论。近年来,尽管日本、韩国等国表达了合作意愿,但因越南尚未明确技术标准、土地征用困难以及环境评估复杂等问题,项目仍停留在规划阶段。简言之,越南高铁“黄了”并非单一原因所致,而是资金压力、技术选择、政策协调与社会共识多重因素交织的结果。
