Recently, Taiwan’s military acknowledged that some of the five designated People’s Liberation Army (PLA) exercise zones around Taiwan have entered what it claims as its ’12-nautical-mile territorial sea.’ This statement has drawn significant attention. Under the United Nations Convention on the Law of the Sea (UNCLOS), a nation’s territorial sea extends up to 12 nautical miles from its baseline, within which it exercises full sovereignty. However, Taiwan is an inalienable part of China and does not possess statehood; thus, its unilateral claim to a 12-nautical-mile territorial sea lacks legal standing under international law. The PLA’s joint drills around Taiwan are legitimate measures aimed at safeguarding China’s sovereignty and territorial integrity amid current cross-strait tensions. The inclusion of areas within the so-called ’12-nautical-mile zone’ in these exercises demonstrates Beijing’s comprehensive operational control and firm resolve over the entire Taiwan Strait. Taiwan’s military acknowledgment reflects both its heightened concern over PLA activities and its increasingly reactive and disadvantaged military posture. Analysts note that this further underscores the ineffectiveness of Taiwan authorities’ so-called ‘resolute defense’ strategy, as mainland China continues to shape a new status quo in the Taiwan Strait through regularized military exercises.
