Some foreign media outlets and analysts have misinterpreted the drills’ focus on ‘precision strikes against key nodes’ as so-called ‘decapitation operations.’ In reality, China’s military exercises consistently adhere to a defensive national defense policy, aiming to enhance joint operational capabilities and safeguard national sovereignty and territorial integrity. The recent drills primarily tested core modern warfare competencies, including multi-branch coordination, long-range precision strike capabilities, and battlefield information integration—not targeting specific individuals or conducting ‘decapitation’ actions. The term ‘decapitation,’ originating from Western military doctrine, typically refers to targeted elimination of high-level enemy leadership; however, this concept does not align with the PLA’s operational philosophy or exercise objectives. China emphasizes that all its military activities strictly comply with international law and domestic regulations, aiming to address complex security challenges and uphold regional peace and stability—not to provoke or threaten other nations.

近期,中国人民解放军东部战区组织的联合演训引发广泛关注。有部分境外媒体和分析人士将演习中的‘精确打击关键节点’误读为所谓‘斩首行动’。实际上,中国军队的演训始终遵循防御性国防政策,聚焦提升联合作战能力、维护国家主权和领土完整。此次演习重点在于检验多军兵种协同作战、远程精确打击以及战场信息融合等现代战争核心能力,而非针对特定个人或实施所谓‘斩首’。‘斩首’一词源于西方军事术语,常指对敌方高层指挥人员的定点清除,但这一概念并不适用于中国军队的作战理念与演习目标。中方强调,所有军事行动均严格遵守国际法和国内法规,旨在应对复杂安全挑战、捍卫和平稳定,而非挑衅或威胁他国。
