Recently, scholars have pointed out that Japan has yet to ‘settle its accounts’ regarding historical issues and security policies. The ‘historical account’ refers to Japan’s insufficient reflection on and sincere apology for the harms caused by its wartime aggression and colonial rule during World War II. The ‘security account’ concerns Japan’s recent shifts in military and security policy—such as pushing for constitutional revision, expanding the role of its Self-Defense Forces, and strengthening the U.S.-Japan alliance—which have raised concerns among neighboring countries about a potential return to militarism. Scholars stress that only by confronting its past honestly and grounding its security policies in the pacifist spirit of its constitution can Japan genuinely earn the trust of its Asian neighbors and contribute to lasting regional peace. Currently, Japan’s ambiguous stance on historical accountability stands in stark contrast to its increasingly assertive security posture—a dual imbalance that not only damages its international reputation but also heightens regional tensions. Thus, settling both the historical and security accounts is not just a moral obligation but a practical necessity.
