多家中小银行关闭境外银行卡交易功能

Recently, a number of small and mid-sized Chinese banks have announced the suspension or termination of overseas transaction capabilities for their issued bank cards. This move stems from multiple considerations, including risk management, regulatory compliance, and cost-effectiveness. As cross-border payment regulations tighten, some smaller banks—lacking robust anti-money laundering systems and real-time monitoring tools for international transactions—struggle to meet compliance requirements set by China’s State Administration of Foreign Exchange (SAFE) and the People’s Bank of China regarding cross-border fund flows. Additionally, overseas transactions entail significant operational and risk-control costs, while actual usage among these banks’ customer bases remains relatively low, resulting in poor return on investment. Consequently, disabling this feature has become a strategic choice to optimize resource allocation and focus on domestic services. It should be noted that major state-owned banks and several nationwide joint-stock commercial banks continue to offer overseas transaction services, while actively enhancing the security and compliance of their systems. Customers with frequent international travel needs are advised to check their card’s usage restrictions in advance and, if necessary, switch to banking products that support overseas payments to avoid inconvenience during trips abroad.
