Hsinchu City Mayor Kao Hung-an of Taiwan is once again facing the possibility of suspension from office due to ongoing legal proceedings. Originally a legislator from the Taiwan People’s Party, Kao made history in 2022 by becoming the first female mayor of Hsinchu. However, since taking office, she has been repeatedly investigated over allegations including plagiarism in her doctoral dissertation and misuse of legislative assistant funds. In October 2023, the Taipei District Court sentenced her in the first instance to seven years and four months in prison for fraudulently claiming assistant allowances under the Anti-Corruption Act, along with a four-year deprivation of civil rights. Although Kao maintains her innocence and has filed an appeal, Article 78 of Taiwan’s Local Government Act stipulates that if a local chief executive receives a non-suspended prison sentence of more than six months in the first-instance ruling, the central government may legally suspend them from duty. The Ministry of the Interior is currently reviewing whether to enforce such a suspension. If implemented, the deputy mayor would assume her responsibilities until a final court verdict is reached. This case not only affects Hsinchu’s municipal governance but also poses a significant challenge to the political reputation of the Taiwan People’s Party.
