Death certificates are crucial legal documents required for procedures such as household registration cancellation, inheritance claims, and insurance settlements. Their authenticity and authority directly impact social order and citizens’ rights. However, in recent years, cases of forged or illegally traded death certificates have emerged in some regions, sometimes used to evade legal responsibilities, fraudulently claim insurance payouts, or conceal criminal activities, severely disrupting public administration.The joint initiative emphasizes that medical institutions, funeral service providers, and public security household registration authorities must rigorously verify circumstances before issuing death certificates and are prohibited from doing so in cases of unnatural or unverified deaths. Any entity or individual involved in the illegal sale, forgery, or alteration of death certificates will face severe penalties, with criminal cases referred to judicial authorities. The notice also calls for enhanced inter-departmental data sharing and collaboration to establish a unified death information registration and verification system, closing loopholes at the source.This move aims to uphold the integrity and credibility of the death certification system, protect citizens’ legitimate rights, and advance the rule of law in social governance.
