To facilitate travel within the Guangdong-Hong Kong-Macao Greater Bay Area, the Hong Kong Special Administrative Region Government launched the ‘Guangdong Private Vehicles Heading South’ scheme in 2023, allowing eligible non-commercial private vehicles registered in Guangdong Province to enter Hong Kong via the Hong Kong-Zhuhai-Macao Bridge. The Transport Department of Hong Kong is the primary authority responsible for processing and approving these applications.Applicants must submit required documents—such as vehicle registration certificates, third-party insurance coverage, and proof of the owner’s identity and residential address—through the ‘Private Car Quota Application System for the Hong Kong Port of the Hong Kong-Zhuhai-Macao Bridge.’ Upon approval, the Transport Department issues a Closed Road Permit valid for up to one year and assigns a designated cross-boundary vehicle license plate. Each vehicle is permitted to stay in Hong Kong for a maximum of 180 days per year, with no single continuous stay exceeding 30 days. Moreover, the Transport Department collaborates with mainland authorities through an information-sharing mechanism to ensure compliance and enhance enforcement against violations. This initiative not only supports regional integration but also offers residents on both sides a more flexible and convenient cross-border travel option.
