Recently, rumors circulated online claiming that ‘Shenzhen will implement a 12-year compulsory education system,’ sparking widespread public attention. In response, the Shenzhen Municipal Education Bureau has clearly debunked the claim: Shenzhen currently maintains the standard nine-year compulsory education system (six years of primary school plus three years of junior high school) and has not introduced a 12-year compulsory education policy. The term ’12-year compulsory education’ generally refers to including upper secondary education—covering both academic high schools and vocational schools—into a free and mandatory education framework. However, as of now, neither the national government nor Shenzhen authorities have issued any such policy. It should be noted that Shenzhen already offers tuition subsidies or free upper secondary education for eligible students—for example, local hukou holders and non-local students meeting specific criteria may receive partial or full tuition waivers. Nevertheless, this support does not equate to ‘compulsory education,’ which is defined by its mandatory, free, and universal nature. Upper secondary education in China remains non-compulsory. The public is advised to rely solely on official sources for accurate information and avoid spreading unverified online rumors.
