Additionally, vulnerable groups such as low-income recipients and those in extreme poverty retain access to a minimum annual contribution tier of RMB 100, which is paid on their behalf by local governments to safeguard their basic pension rights. The new policy took effect in 2024 and is expected to benefit over 17 million insured residents across the province.This move represents a key step in Guizhou’s efforts to advance common prosperity and build a multi-tiered social security system, ultimately improving the quality of life for urban and rural retirees and promoting social harmony and stability.
