Third, stricter oversight of fiscal funds is needed—projects funded by public budgets should adopt a “no arrears” commitment, linked directly to budget approvals. Finally, enterprises must be provided with accessible and efficient channels for legal redress, including streamlined judicial processes and reduced litigation costs.Only through institutionalized and rule-of-law-based approaches can overdue payments be effectively curbed, fostering a fair, transparent, and predictable business environment that protects SMEs’ rights and energizes market vitality.
