八部门发涉未成年人网络信息分类办法

Recently, eight Chinese government departments jointly issued the ‘Guiding Opinions on Strengthening Online Protection for Minors,’ which introduces a new approach to classifying online content involving minors. The measure aims to prevent harmful online information from affecting children and adolescents by establishing a scientific and precise content classification system, thereby fostering a healthier digital environment.Under the new rules, online content related to minors is categorized into three types: (1) content specifically designed for minors, such as educational, scientific, and intellectually enriching materials; (2) general content that minors may encounter, which must include age-appropriate labeling and risk warnings; and (3) content explicitly prohibited from being disseminated to minors, including violence, pornography, gambling, and manipulative commercial practices. Online platforms are required to label, filter, and restrict the recommendation of such content based on these classifications and implement rapid response mechanisms to address violations.The guidelines also emphasize shared responsibilities among families, schools, tech companies, and society at large. Service providers must enforce ‘minor modes,’ strengthen real-name verification, and manage screen time. This initiative marks a significant step forward in China’s efforts to safeguard minors in the digital space and promote a safer, more supportive online ecosystem for young users.
