Recently, in response to public confusion regarding the scope of the visa exemption policy between China and Russia, the Embassy of the Russian Federation in China issued a clarification. The embassy emphasized that China and Russia have not yet implemented a full mutual visa exemption for ordinary passport holders. The so-called ‘visa-free access for Chinese citizens’ applies only to specific groups, such as those holding diplomatic or official passports, and individuals participating in designated exchange programs under bilateral agreements (e.g., students or researchers). Ordinary Chinese citizens traveling to Russia for tourism, business, or family visits still need to apply for the appropriate visa in advance. The embassy warned that online claims suggesting ‘full visa-free travel between China and Russia’ are inaccurate or exaggerated. It advised the public to consult official sources—such as the embassy’s website or authorized visa application centers—for the most up-to-date and accurate entry and exit regulations. Even if both countries move toward more convenient visa arrangements in the future, any changes will be subject to formal announcements by the respective governments. This clarification aims to correct misinformation and prevent travel disruptions caused by misunderstandings. While China and Russia, as comprehensive strategic cooperative partners, continue enhancing people-to-people exchanges, current visa requirements must still be followed in accordance with the law.
