In recent years, as public awareness of animal welfare has grown, the issue of ‘anti-animal cruelty’ has gradually moved from the margins to the mainstream. However, China still lacks a comprehensive national Anti-Animal Cruelty Law; relevant provisions are scattered across laws such as the Wildlife Protection Law and the Livestock Law, lacking systematic structure and enforceability. Looking ahead, future progress on anti-animal cruelty may focus on several key directions: first, advancing dedicated legislation that clearly defines animal cruelty and establishes standardized penalties; second, expanding the scope of protection beyond companion animals to include farm animals, laboratory animals, and others; third, strengthening enforcement mechanisms by creating accessible reporting channels and rapid response systems; and fourth, enhancing public education through school curricula and media campaigns to foster an ethical respect for life. Additionally, civil organizations and volunteers are playing an increasingly vital role in advocating policy reform and rescuing abused animals. If legal frameworks, education, and social oversight can be effectively integrated, anti-animal cruelty efforts will evolve from moral appeals into binding societal norms.
近年来,随着公众对动物福利意识的提升,“反虐待动物”议题逐渐从边缘走向主流。然而,中国目前尚无全国性的《反虐待动物法》,相关条款散见于《野生动物保护法》《畜牧法》等法规中,缺乏系统性和可操作性。下一步,“反虐待动物”立法或将聚焦于几个关键方向:一是推动专门立法,明确虐待行为的法律定义与处罚标准;二是扩大保护范围,不仅涵盖伴侣动物,也包括农场动物、实验动物等;三是强化执法机制,设立举报渠道与快速响应机制;四是加强公众教育,通过学校课程、媒体宣传等方式培养尊重生命的伦理观。此外,民间组织和志愿者在推动政策变革、救助受虐动物方面也扮演着越来越重要的角色。未来,若能实现法律、教育与社会监督的多维协同,“反虐待动物”将不仅是一种道德呼吁,更成为具有约束力的社会规范。
