日本核电海外输出再折戟

In recent years, Japan has actively promoted the overseas export of its nuclear power technology, aiming to revitalize its domestic nuclear industry by exporting advanced reactors. However, this strategy has repeatedly encountered setbacks. Most recently, a planned nuclear cooperation project with a country in Eastern Europe was shelved again due to shifts in local energy policy, strong public anti-nuclear sentiment, and difficulties in securing financing—marking another setback for Japan’s ‘going global’ nuclear ambitions.Japan had pinned hopes on major corporations like Hitachi and Mitsubishi Heavy Industries to lead overseas nuclear projects, such as building next-generation reactors in the UK. Yet these initiatives were canceled due to massive cost overruns, construction delays, and changes in UK government subsidy policies. Moreover, public trust in nuclear power within Japan itself plummeted after the Fukushima disaster, undermining Tokyo’s credibility when promoting nuclear exports abroad.Although Japan possesses advanced nuclear technologies—including high-temperature gas-cooled reactors and fast-breeder reactors—the global acceleration of energy transition and the continuously falling costs of renewables have weakened the competitiveness of nuclear projects, which are typically capital-intensive, time-consuming, and perceived as high-risk. Additionally, some countries are phasing out nuclear power altogether, presenting structural challenges for Japanese exports.To succeed in international nuclear markets, Japan must not only enhance the economic viability of its technology but also deepen collaboration with partner countries on safety standards, localization, and financial support mechanisms.

近年来,日本积极推动核电技术海外输出,试图通过出口先进核反应堆重振其核电产业。然而,这一战略屡屡受挫。最近,日本与东欧某国的核电合作项目因当地政策转向、公众反核情绪高涨以及融资困难等原因再度搁浅,标志着日本核电‘走出去’战略再次折戟。日本曾寄希望于日立制作所和三菱重工等企业主导的核电项目,例如在英国建设新型反应堆的计划,但因成本超支、工期延误及英国政府补贴政策变化而相继中止。此外,福岛核事故后,日本国内对核电的信任度大幅下降,也削弱了其国际推广的说服力。尽管日本拥有先进的核能技术,如高温气冷堆和快中子增殖反应堆,但在全球能源转型加速、可再生能源成本持续下降的背景下,核电项目的高成本、长周期和安全风险使其在国际市场上竞争力减弱。加之部分国家正逐步淘汰核电,日本核电出口面临结构性挑战。未来,日本若想在海外核电市场取得突破,不仅需提升技术经济性,还需加强与目标国在安全标准、本地化合作及融资支持等方面的深度协同。
