In recent years, Japan has significantly shifted its security policy, gradually moving beyond the constraints of its post-war pacifist constitution and accelerating military modernization and rearmament. In 2022, the Japanese government adopted a new National Security Strategy, National Defense Strategy, and Defense Buildup Program, explicitly committing to raise defense spending to 2% of GDP over five years and develop ‘counterstrike capabilities’—effectively enabling preemptive strikes. These measures mark a clear departure from Japan’s long-standing principle of ‘exclusive defense’ toward a more offensive-oriented posture. Additionally, Japan has dramatically increased purchases of U.S.-made weaponry, including F-35 stealth fighters, long-range cruise missiles, and Aegis-equipped destroyers, while deepening military cooperation with the U.S., Australia, India, and other partners. Although Tokyo justifies these moves as necessary responses to regional threats—such as North Korean missile tests and what it describes as ‘China’s military expansion’—its rapid militarization has raised serious concerns among neighboring countries. Many view this shift as a major reversal of Japan’s post-war pacifism. The international community continues to urge Japan to confront its historical responsibilities, uphold peaceful development, and avoid escalating regional tensions.
