数字人民币到底是什么

Digital RMB (e-CNY) is the official digital currency issued by the People’s Bank of China (PBOC), representing a digital form of the Chinese yuan. It holds the same legal tender status as physical banknotes and coins, meaning it must be accepted by all individuals and institutions. The e-CNY operates under a two-tier system: the central bank issues it to authorized commercial banks and other designated institutions, which then distribute it to the public. Built on technologies such as distributed ledgers, cryptographic algorithms, and smart contracts, e-CNY ensures transaction security and privacy while supporting ‘controllable anonymity’—small transactions can remain anonymous, while large ones are traceable. Unlike traditional electronic payments, e-CNY does not require a bank account and enables ‘dual offline payments,’ allowing transfers between two devices even without internet connectivity. Its goals include improving payment efficiency, reducing cash handling costs, enhancing the precision of monetary policy, and promoting financial inclusion. Currently, e-CNY is being piloted in multiple Chinese cities across scenarios like transportation, retail, and government services, though nationwide rollout has not yet occurred. Importantly, e-CNY differs from cryptocurrencies like Bitcoin (which are decentralized assets) and from third-party payment platforms like Alipay or WeChat Pay (which are merely digital wallets)—e-CNY itself is sovereign legal tender.
