Since the outbreak of the Russia-Ukraine conflict in 2022, millions of Ukrainians have been forced to flee their homes, becoming refugees. However, their experiences in different countries have shown a stark contrast—what can be described as ‘a tale of two extremes.’ In EU countries such as Poland, Germany, and the Czech Republic, Ukrainian refugees have generally been warmly welcomed, granted temporary protection status, access to healthcare, education, and even employment support. Local communities have often volunteered shelter, food, and clothing, demonstrating strong humanitarian solidarity.In contrast, in some non-EU countries or at certain border zones, the situation has been markedly different. Some Ukrainian refugees—particularly non-white individuals, Roma people, or those holding non-Ukrainian passports—have faced discrimination, denial of entry, and even violence during their escape. Reports have emerged of Black Ukrainian students being blocked from evacuation at borders or treated differently during asylum applications. Such unequal treatment based on race, nationality, or legal status exposes blind spots and biases within international humanitarian responses.This ‘tale of two extremes’ not only highlights disparities in national policies and public attitudes but also reveals structural inequities in the global refugee protection system. The international community urgently needs to establish a more equitable and inclusive aid framework to ensure that all displaced persons—regardless of skin color, nationality, or identity—receive equal dignity and protection.
