Recently, China’s Ministry of Commerce and the General Administration of Customs jointly issued an announcement explicitly prohibiting the export of dual-use items to Japanese military end-users or for military purposes. ‘Dual-use items’ refer to goods, technologies, and services that can serve both civilian and military applications—or enhance military capabilities—such as high-performance computing chips, advanced materials, and precision manufacturing equipment. This move is a key measure by China to strengthen export controls and safeguard national security in accordance with the Export Control Law of the People’s Republic of China and relevant international obligations. The announcement stresses that exporters must rigorously verify the end-user and end-use of any dual-use items destined for Japan. Transactions with Japanese military entities listed on control lists are strictly forbidden. If there is any indication that the items could be used for military purposes, exporters must immediately halt the transaction and report to the relevant authorities. Violations will result in legal liability. This policy is not directed against Japan as a whole but specifically aims to prevent sensitive technologies and items from being diverted to military use. It reflects China’s responsible stance as a major country and aligns with global export control practices. Moreover, it helps maintain orderly international trade and mitigate risks of technology misuse, thereby contributing to regional peace and stability.
