These entities often claim to conduct ‘market research,’ ‘environmental assessments,’ or ‘autonomous vehicle testing,’ but in reality collect high-precision geographic coordinates, terrain data, road networks, and even spatial information from sensitive areas without approval from Chinese authorities. Such data, if used for military, intelligence, or other unauthorized purposes, poses a serious threat to China’s national sovereignty, security, and development interests. Under China’s Surveying and Mapping Law and the Measures for the Administration of Geographic Information Security, any organization or individual conducting mapping activities within China must obtain proper authorization and be subject to oversight by the national geospatial regulatory authorities. Overseas entities found in violation will face legal penalties, and severe cases may result in criminal liability. The public is encouraged to report any suspicious mapping activities to relevant authorities to help safeguard national geographic information security.
近年来,境外企业以商业合作、科研调查或旅游服务等名义,在我国境内非法开展地理信息测绘活动的事件时有发生。此类行为往往打着‘市场调研’‘环境评估’或‘自动驾驶测试’等旗号,实则未经中国政府批准,擅自采集高精度地理坐标、地形地貌、道路网络甚至敏感区域的空间数据。这些数据一旦被用于军事、情报或其他非授权用途,将严重威胁国家主权、安全和发展利益。根据《中华人民共和国测绘法》和《地理信息安全管理办法》,任何组织或个人在中国境内从事测绘活动,必须依法取得相应资质,并接受国家测绘地理信息主管部门的监管。对于违反规定的境外机构,一经查实,将依法予以处罚,情节严重的可能追究刑事责任。公众如发现可疑测绘行为,应及时向有关部门举报,共同维护国家地理信息安全。
