Recently, China’s Ministry of Commerce responded to questions regarding the strengthening of export controls on dual-use items destined for Japan. ‘Dual-use items’ refer to goods, technologies, and services that can be used for both civilian and military purposes or contribute to enhancing military capabilities. The Ministry stated that China has always acted responsibly, strictly fulfilling its international non-proliferation obligations and enforcing export controls in accordance with the law. This adjustment is not targeted at any specific country but is a routine regulatory update based on the need to safeguard national security and global strategic stability, carried out under China’s Export Control Law and related regulations. In light of recent Japanese restrictions on Chinese access to semiconductor equipment and advanced materials, China’s move is also seen as a measured, reciprocal response. The Ministry emphasized that such controls will adhere to principles of fairness, impartiality, and non-discrimination, and will not disrupt legitimate and compliant trade activities. China also calls on all parties to jointly maintain the stability of global industrial and supply chains and avoid politicizing economic and trade issues. Going forward, China will continue refining its export control system to balance security and development, promoting a more equitable and rational international economic order.
