The policy focuses on key areas such as manufacturing of low-altitude aircraft, general aviation operations, infrastructure development, and expansion of application scenarios. It proposes concrete actions including establishing dedicated credit lines, encouraging the creation of low-altitude industry investment funds, supporting corporate listings and capital raising, and enhancing insurance product offerings. The measures also emphasize stronger collaboration among government, financial institutions, and enterprises to build a comprehensive financial service system covering the entire industry lifecycle, while promoting financial cooperation and innovation in the low-altitude sector across the Guangdong-Hong Kong-Macao Greater Bay Area. As China’s first provincial-level financial policy specifically designed to support the low-altitude economy in a systematic way, these measures not only reinforce Guangdong’s national leadership in this emerging field but also inject fresh momentum into regional economic transformation and the development of new-quality productive forces.
