In recent years, foreign intelligence agencies have increasingly employed emotional manipulation—commonly known as the ’emotional appeal’ tactic—to attempt to recruit personnel within China. This method involves building fabricated close relationships (such as friendships, romantic connections, or familial bonds) to gain the target’s trust and emotional dependence, ultimately coaxing them into disclosing state secrets or engaging in activities that endanger national security. These tactics are highly covert and deceptive; initially, operatives may appear genuinely caring—offering help, expressing concern, giving gifts, or even initiating romantic relationships—to gradually lower the target’s guard. Once an emotional bond is established, the spy incrementally requests sensitive information, often using promises of a ‘shared future’ or financial support as leverage. China’s Counter-Espionage Law explicitly prohibits any citizen from illegally providing state secrets or intelligence to foreign entities, organizations, or individuals. The public must remain vigilant, recognize the malicious intent hidden behind seemingly warm gestures, maintain rational judgment when faced with unusual friendliness, and promptly report suspicious behavior to national security authorities to collectively safeguard national security.
近年来，境外间谍情报机关频繁利用‘感情牌’手段，试图策反我境内人员。所谓‘感情牌’，是指间谍通过建立虚假的亲密关系（如友情、爱情、亲情等），博取目标对象的信任与情感依赖，进而诱导其泄露国家秘密或从事危害国家安全的行为。这类手法往往具有极强的隐蔽性和迷惑性，初期表现为热心帮助、嘘寒问暖、赠送礼品甚至发展恋爱关系，使受害者在不知不觉中放松警惕。一旦建立情感纽带，间谍便逐步提出敏感信息索取要求，甚至以‘共同未来’‘经济援助’等为诱饵实施操控。我国《反间谍法》明确规定，任何公民都不得向境外机构、组织或个人非法提供国家秘密或情报。公众应提高警惕，认清所谓‘温情’背后的险恶用心，对异常示好保持理性判断，发现可疑行为及时向国家安全机关举报，切实筑牢国家安全人民防线。
